1. About CED
The Center for Research and Education of the Deaf and Hard of Hearing (CED) https://www.ced.org.vn/en is a specialized social organization established on January 19, 2011. It is the first social enterprise in Vietnam to be founded and operated entirely by an individual with hearing loss.
- Legal Basis: Licensed to operate by the Department of Science and Technology under License No. 247/ĐK-KHCN, dated April 15, 2011.
- Address: 1073/57 Cach Mang Thang Tam, Tan Son Nhat Ward, Tan Binh District, Ho Chi Minh City.
- Founder: Ms. Duong Phuong Hanh – a hard of hearing expert with a passion for transforming "inconveniences" into community strength.
- Operational Philosophy: Guided by the motto "Everything is Possible." CED is committed to building a positive image of the deaf community and serving as a "bridge" connecting them with the hearing world.
2. Vision and Mission
Vision: To become the leading center for capacity development for people with hearing loss in Vietnam.
Mission: CED is committed to assisting fellow individuals with hearing loss on their journey toward social inclusion, fostering a positive image of the deaf and hard of hearing community, and acting as a bridge that connects people with and without hearing loss.
CED is not merely a teaching center; it is an entity that plays a pivotal role in social orientation:
- Uniqueness: It is currently the only social organization in Vietnam founded by deaf individuals themselves to serve their own community.
- Distinctive Methodology: It possesses a unique strength in teaching "lip-reading" (lip-reading cues), enabling individuals with hearing loss—even those who did not attend school during childhood—to learn to read, write, and communicate verbally.
- Humanistic Values: Operating based on respect for diversity, belief in human integrity, and adherence to the law and ethical standards.
- Brand Personality: Expressed through three pillars:

CED's operational objectives aim to contribute to the realization of specific United Nations Sustainable Development Goals, specifically through the following activities: |

CED undertakes: - Awareness-raising campaigns for World Hearing Day (observed annually on March 3rd); - Provision of free hearing screenings for the community; - Donation of hearing aids to children with hearing loss who live in the disadvantaged families. |
CED provides: - High-quality educational programs featuring specialized skills unique to CED, such as: lip-reading, literacy training for deaf adults, independent living skills, and inclusive learning skills; - An accessible learning environment for deaf and hard of hearing students studying at CED, featuring: access to hearing aids, instruction supported by lip-reading techniques, and specialized audio equipment designed to enhance the effectiveness of captioning (speech-to-text conversion), among other resources. |

CED strives to promote: - Gender equity in the provision of assistance and services to individuals and children with hearing loss; - Support for deaf and hard of hearing women and girls to access information regarding gender issues, reproductive health, violence against women, and related topics. |
CED offers support through: - The provision of hearing aids to children with hearing loss from impoverished families; - Tuition waivers and reductions for students facing financial hardship. - Counseling services to help families access appropriate support services. |
